Prosecutors Charge Man For Ballard Rape

A man charged last week in connection with the rape of a woman in Covington on Sept. 30 was charged Tuesday in the attack on a Ballard woman eight days earlier.

Phillip Baldwin, 20, of Black Diamond, was charged with second-degree rape and attempted second-degree rape in connection with the assault of a woman as she walked in the 1100 block of Northwest 57th Street shortly after 9 p.m. on Sept. 22.

According to prosecutors, Baldwin grabbed the Ballard woman and dragged her into a yard. He told the woman to give him her purse and threatened to kill her if she screamed, charging papers said. Baldwin exposed himself to her but said he wouldn’t rape her because he didn’t have a condom, charges said.

Baldwin then sexually assaulted the woman, the charges allege. The attack stopped when the woman screamed and the homeowner came outside.

Baldwin ran off, according to the charges.
